     第三章将关注有关bbs大群体的合理性，走向和影响力等普遍观点
的现实作用，并且，将讨论为何这些观点对站方管理人员并没有多少用处。
关于水手，重要的一点是，并不是网友们很自然的认可他们的灌水行为了，
就可以达成一致的观念。事实上，由于网友们需要一个讨论空间这种愿望
的发展才导致了bbs的诞生。然而，大家一直觉得一个干净无水的版面要比
网友们之间的相互影响更重要。这些看法加上传统的排斥水文的bbs文化，
对后来加入bbs行列的网友产生了深远影响。

Chapter Three looks at the usefulness of some common ideas about
organizational rationality, goals, and effectiveness and shows why these
 ide

often are not helpful to administrators. The important thing about 
colleges
and universities is not agreement people reach about the nature of 
reality
People create organizations as they come over time to agree that 
certain
aspects of environment are more important and that some kinds of
interaction are more sensible than others. These agreements coalesce 
in
institutional cultures that exert profound influence on what people 
see,
the interpretations they make and how they behave.
