American colleges and universities are the most paradoxical of
Organizations. On the one hand, it has been said that "they
constitute one of the largest industries in the nation but are
among the least businesslike and well managed of all organizations"
(Keller, 1983, p.5). On the other hand, many believe that our
institutions
of higher education exhibit levers of diversity, access, and quality
that
without parallel. At a time when American business and technology
suffer
an unfavorable trade deficit and are under siege from foreign
competition,
our system of higher education maintains a most favorable "balance of
trade" by enrolling large numbers of students from other countries.
Our
System remains the envy of the world.
