Chinese President Jiang Zemin has signed a decree to launch the statute on t
he appointment and removal of People's Liberation Army (PLA) officers, the f
irst of its kind in China.
The statute applies to the appointment and removal of officers from platoon-
rank to commanders serving in the military, political and logistical sectors
.
Based on the former provisional statute promulgated in 1997, the new ordinan
ce further specifies the procedure and assessment for promoting military off
icers and standby candidates as well as transfers and disciplinary removals.

The statute is considered to be conducive to building a young, highly-educat
ed and professional military force and reinforcing the PLA's important funct
ion of serving the people.
It defines the authority limits in different military ranks, and aims to ens
ure the just and orderly promotion of officers through clear and standard pr
ocedures.
The statute improves the democratic examinations of officers eligible for pr
omotion by taking public opinions into consideration.
The General Political Department has asked the PLA and armed police forces t
o abide by the statute.
