China Friday called on the international community to take more effective ef
forts in promoting development and solution of regional conflicts, saying th
at this will help strengthen world peace, stability and the global war again
st terrorism.
The statement came as Shen Guofang, China's deputy permanent representative 
to the United Nations, was speaking at an open debate at the U.N. Security C
ouncil on the threat of terrorism in the world.
"The success of the global counter-terrorism struggle requires more effectiv
e actions at the national level," Shen said. "All countries should support a
nd cooperate with each other in this regard."
The United Nations and its Security Council should support the efforts again
st terrorism at the regional and sub-regional levels,he said.
At present, the Counter-Terrorism Committee yielded preliminary results as a
 majority of countries had reported to the committee, set up under a anti-te
rrorism resolution of the Security Council, how they have been implementing 
the resolution, he said.
In considering the national reports, the committee should act on the basis o
f the relevant Security Council resolution, treat all countries equally and 
avoid double standards, he said.
"The United Nations and its Security Council should play a leading role in t
he global efforts to combat terrorism, and the Security Council and its Coun
ter-Terrorism Committee are the only organization mandated to make judgment 
on the national reports," he said.
"We support the establishment of a fund within the framework of the United N
ations to back and aid relevant countries in their efforts to effectively ca
rry out the Security Council resolution 1373," adopted by the 15-nation body
 shortly after the September 11 terrorist attacks on the United States.
The work of the committee should be focused on the global efforts to choke t
errorist groups of its financial sources, but it cannot act outside its mand
ate, he warned.
