From Wednesday, licenses are no longer needed to import motorcycles, cameras, 
watches and building cranes into China. Products requiring import permits have
 been cut from twelve categories to eight in 2003.

    The move was announced on Tuesday by the Ministry of Foreign Trade and Eco
nomic Cooperation.

    The announcement says that products submitted to export licenses have been
 cut from 54 to 52 categories. Exports of sugar and garlic are no longer restr
icted.

    For the New Year, the State Development Planning Commission has also annou
nced new import quotas on major agricultural products, such as wheat and corn.
 Businesses can start applying for new import and export licenses as of the se
cond day of 2003.

    On the same day, domestic enterprises will be able to apply to import agri
cultural products for food processing as well as wool.

    This year, the required registered capital for Chinese companies to gain i
mport and export rights will be lowered to 361,000 US dollars. Sino－overseas 
joint ventures and cooperatives where overseas investors are minority sharehol
ders will gain access to full trading rights.

    Regional and quantitative limitations on overseas legal service providers 
will be called off and representative offices of overseas legal service agenci
es will be allowed to conduct profit－making activities.

    Overseas investors will be allowed to hold majority shares in advertising 
agencies, technical test and analysis services, goods inspection services and 
express delivery services.
