In 2000, the idea of a three-year environmental protection program was put f
orward. It focused on the five environmental issues that local people care a
bout most: water pollution in Suzhou Creek, heavy air pollution, excessive s
olid waste, lack of greenspace and serious pollution in some industrial zone
s.
The idea was soon acted upon. All the projects in the program had been imple
mented and some were even completed by the start of this year.
Now the second plan adds one additional issue to those set out in the first 
plan, namely, the restoration and protection of the ecosystem in rural Shang
hai.
