The mayor, Chen Liangyu, says the city is streamlining its customs procedure
s as one of the steps to improve the overall investment climate of the city.

Other steps include reducing the cost of industry and business land leasing 
by building up a land system, promoting a social security system to cut the 
cost of labor, and expanding and reorganizing tech and industry park areas.
