Zhang Qiyue explained that China's approval of the IAEA sending a report to 
the Security Council doesn't mean China agrees the Security Council should d
eal with the issue. She says on the settlement of the Pyongyang nuclear issu
e, the international community should be more patient, and continue to suppo
rt diplomatic efforts. Putting pressure or imposing sanctions on North Korea
 would not be in anyone's interests.
Zhang Qiyue says over the past few months China has done its part to persuad
e and promote dialogue in a bid to resolve the issue as soon as possible.
The U.N.'s nuclear watchdog agency, the IAEA, has declared North Korea in br
each of atomic safeguards and referred the issue to the U.N. Security Counci
l.
But IAEA Chief, Mohamed ElBaradei, said the message the IAEA is carrying is 
that it wants to make use of the Security Council and all available options 
to find a diplomatic solution to the crisis. Nobody wants the Security Counc
il to worsen the situation by imposing economic sanctions, he added.
