NATO, mired in its biggest rift since the Cold War, has broken a month-long
stalemate over defensive actions in case of war in Iraq.
The 18-nation organization's decision to start planning for Turkey's defense
, however, was taken without France and was not reached until Germany and Be
lgium dropped their objections.
A senior NATO official said he expected the planning would be wrapped up qui
ckly and the committee would be ready to make a decision on deployment of ac
tual aid to Turkey within a few days.
For a month, France, Germany and Belgium had blocked a NATO decision to begi
n planning to help fortify Turkey against any potential reprisals in the eve
nt of a unilateral war by the US against Baghdad. They argued such a move wa
s premature and would undermine U.N. efforts to avoid a war.
