refer (to) 用于直接提起人或事情
allude (to) 用于暗指或不直接地指人或事情

The speaker referred to his past experiences to make his point.
The moon is often referred to as "she".

He often alluded to his poverty.
Whom were you alluding to just now?

下例既用了allude，又用了refer：
His leader alluded to financial difficulties, which, as a matter of pride,
he wanted to conceal and would not refer to directly.
