tie up（make telephone line busy, equal score, jammed）占线，平手，拥挤


    tie up有很多意思，例如路上交通因车祸、罢工而“拥挤停止”不前；双方的和
谈受到“阻挠”而谈不下去；比赛双方势均力敌，打成“平手”等等，都可以用这
个词表示。另外，这个词与今天常见的用法是指电话线“占线”，如果打电话老打
不通，这时就可用这个词。

hours, what can you do?

^_^The traffic was tied up for hours because of an earlier accident.

^_^Because of a tie up in negotiation, I don't believe two parties can 
reach an agreement in the near future.
