 There are two cases of this type of problem. One is like this sentence you pr
oposed here that "whoever" acts as subject of a clause and cannot be replaced 
by "whomever". The other case is that "whomever" acts as object of both prep. 
and a clause.

In Oxford Advanced Dictionary,there is an example,"You are responsible to whoe
ver is in charge of sales."
what's more, I didn't find "whomever" in OAD.
In Xdict (of kingsoft),there is "whomever",but also such an example about whoe
ver:"I'll take whoever wants to go." 
So, you can decide which is correct.
