    上海基地简介
    国家集成电路设计上海产业化基地“开创了中国集成
电路设计业基地式集群发展的先河”，已形成了以科技京
城（集成电路设计专业孵化器）为新兴主体，张江、漕河
泾等（园区）共同发展的集聚效应。
    基地积极贯彻国家关于集成电路设计业实现跨越式发
展的战略思路，探索形成了“公共创新技术服务平台+ 集
成电路设计专业孵化器+ 人才培训”的一揽子区域性集成
电路设计业发展推动模式，并积极在企业、人才、知识产
权、产品、技术、标准等方面协同推进。

    Shanghai， National Integrated Circuit Industrialization
Center initiated“the growth-cross development of
Chinese Integrated Circuit Design Industry”。 The
Hi-Tech King World（Integrated Circuit Design Incubator），
Zhangjiang Hi-tech Park and Caohejing Park had combined
to cultivate the convergency effect. We actively carries
out the National leap-over development strategy on
Integrated Circuit Design Industry and advances in
the aspects of enterprise ， talent ， intellectual
property， product， technology and standard. We has
exploring a regional Integrated Circuit Design Industry
development model which combined with Service Platform
of Innovative Technology， Integrated Circuit Design
Incubator and Talents Training .

    上海集成电路设计研究中心（ICC ）致力于联合社会
资源，强力建设国家集成电路设计上海产业化基地，建设
专业性国际化的集成电路设计公共创新技术服务平台。技
术平台服务对象的主体是创新创业型集成电路设计企业，
从服务方式上打破所有制和地域限制。
    迄今，技术平台已形成了6 项主要服务功能，它们是
多项目晶圆（MPW ）服务、集成电路设计创新项目（System-Design-Chip）
专项资助计划、培训服务、EDA 设计工具服务、测试服务
和信息服务。
    Shanghai Research Center for Integrated Circuit
Design is dedicated in establishing Shanghai National
Integrated Circuit Design Industrial Center ， and
constructing public innovation technical platform
for integrated circuit design in alliance with wide
social resources. The main objects of the technical
platform with a service breaking through the limitations
of ownerships and regions are startup IC design companies.
So far， the technical platform contains six（6 ）
main functions， including Multi Project Wafer service，
System-Design-Chip funding program， training service，
EDA tool platform ， testing service， and information
service.

    上海华虹集成电路有限责任公司上海华虹集成电路有
限责任公司注册资金一亿一千两百万元人民币，由华虹集
团、联想投资有限公司、中国科学院上海微系统与信息技
