Egypt and Sudan refused to play against Israel, while Indonesia insisted
to meet Israel on neutral ground. Israel proclaimed winner of the zone,
but required to play off against one of the teams having finished second
in a European group. Wales obtained the right to play off against Israel
by the drawing of lots.
