My advisor is the chair of admission committee in our department, so I was
asked to help him as a student committee member to help to handle the
application material from China-Mainland. We were aksed to classify the
applicants as tier 1, 2, 3.
Since our university is a good university (top 10, general), there are so many
applicants from China. Another reason, our engineering school does not need
application fee this year, hehe!
We have no time to see the materials very carefully. Therefore, the resume of
the applicant should be very important. All the recommendation letter from
china is unfornately less weighted. We care the reputation of University in
China, the GPA, Olympic math/physics/information awards in high school. If you
are Graduate students, you should have some international publications. Since
there are a lot research directions in CS, we make a good international
conference/journal list as a reference. If you pass the GRE and TOEFL cut-off
line, they are almost useless. GRE V: 450/ A: 650/ Q: 700, Toefl: 550

For the PS, please write it by yourself. say something about what you think
about your research dream. Be neutral to commend yourself. Do not need to
reference a lot of famous sayings, just say what you really think. You know it
looks funny!
