Dear Admission Officer:
　　I am ####, the Chinese applicant who desire to pursue my Ph.D. study in
your honored program.
　　I am very sorry to inform you that I presently cannot afford the applica
tion fee you demanded because of the following reasons:
●　The high foreign currency exchange rate, 1 U.S.$= 8.9 RMB;
●　My relative low monthly income, about 200 RMB (equal to only $22);
●　The extremely strict limitation in China to obtain foreign currency, esp
. U.S. Dollar in near future. According to current Foreign Currency regulati
on, only citizens who get visa can have at most $2000 exchanged.
　　I got excellent scores on TOEFL (63/62/67, total:640, May, 1999) and GRE
(V: 700, Q: 800, A: 800, total:2300, Nov. 5th, 1999). My Graduate GPA is 3.
