Hehe, it seems that you are indeed interested in this topic.
Just as I said before,  that conclusion may be not fit to your
condition, but it is true from the information I know.
Yes, Philadelphia is a city with relative high living expense,
so that example should be tipical.
Till now, I didn't hear some student goes to Upenn campus
 by bus, most off-campus students of Upenn  need only 10-25
 minutes' walk to arrive at their departments.
As to the price of food in Philadelphia, the price of Chinese stores
are much cheaper than that of America stores. So the choice is yours.
