Don't say anything about admissions and study in USA, just follow the 
procedures of applying F-2 visa formally. If you arrive in USA, go to the international education office of your university assking for 
some forms, just fill in them, and mail them with your I-20 form to Immigration
and Naturalization Services , and wait for the changing status from F-2 to 
F-1. The whole cost is $75, paying to INS.

Normally it takes 20 business days. More important, you are eligiable to get 
enrolled in one university in tha statue of F-2 visa, but you cannot get 
stipend such as TA or RA. So, even if you are F-2 visa, the university will 
allow you to get registared as a full-time student if you have take more than 6 credits 
hours. Once you are changed to F-1 visa, you can get your stipend (salary) 
to support your living expense.
