This is her first try. As she said, there were many people to
apply visa today.
She was interviewed by a white male officer.He smiled in the whole
interview process. Because our 8b-7all is about -$650, the money is
not a main problem. The officer just took a look our marriage
certificate.(We married in last Sept., I come to USA a few days later)
Then he noticed that there was a photo album in my wife's hand, so
he asked for our photos and looked rapidly the whole album. He asked
several questions: how long did you know your husband? when did you marry?
when did he come to USA? After that, he gave my wife the visa.
My wife said that she saw this officer rejected a wife with her kid
although the wife said her husband is ill in USA now.
I prepared many materials although most of them were not noticed:

3 I-20
4 OF-156
5 Copy of his student ID
6 Copy of the front page of his passport
7 Copy of his visa and I-94
8 Copy of his I-20 (old one)
9 Copy of his social security card
10 Letter of enrollment from his univ.
11 His transcript (unofficial)
12 Copy of his admission and assistantship offer letter (old one)
13 A Memorandum from the chairman in his department
(about his financial support information)
14 A letter from his advisor
(about his graduate study and my visa application)
15 His payroll records (from last Oct. to this Mar.)
16 His 3 month bank statement ( last Dec., this Jan. and Feb.)
17 Certificate from a U.S. bank
18 Marriage certificate (original one)
19 Marriage certificate (notarized one)
20 Our photos
21 Our letters
22 Telephone bill
23 My husband's inviting letter
I have some suggestions for each F-2:
1. If your 8b-7all is very poor, you should try your best to improve
it. My old 8b-7all was about -4500$, I talked to my advisor about it.
He is so kind that he found a TA position for me this semester, so
I improved my 8b-7all to -650$.
2. If you have no way to improve 8b, then you must try to keep a
stable bank statement. My roommate's wife got her visa in Beijing last
month although he needs to pay 1/4 tuition and all of his life expense.
3. If money is ok for you, you have succeed a half. Then try to show the
officer your love. You can use your photos, telephone bill, emails and
letters.
Hope my suggestions are useful for you and wish each family can reunion in
the near future.
