1) To apply for visa in BJ, one has to get 2 official files,

   a. Temorary Residency Certification, one can get this in a PAI4
      CHU1 SUO3 in BJ if he knows sb. having BJ HU4 KOU3 in that area.

   b. Work Permit, at first, he bought a card in the Heilongjiang SHENG3
      ZHU4 BEI3 JING1 BAN4 SHI4 CHU4. Next, by holding the card and
      temporary residency certification, he apply for the work permit 
      in a PAI4 CHU1 SUO3 in Beijing. Last, he get work permit issued by
      Beijing government.(This is not necessary to get a work in BJ, but
      some officials in US visa section regard it as official document to
      prove you work and live in Beijing. )

   With these two documents, one is qualified to apply for the visa in BJ.
   Of course, if he can get a GONG1 ZUO4 ZHENG4, the better.

2) If refused in Shenyang or other embassy and was not permitted to
   re-apply in a period of time:

   Please notice that the time limit is not so restrict as we imagine. One
   can write to his/her school to explain his situation and ask the school 
   to call the official directly to ask for a second interview. According
   to my experience, fax to embassy does not always work. I think a phone
   call helps a lot. Important!
