I am not sure what you meant. I think you can use wfw 3.11 to map
network PC.  If you don't want to install wfw3.11 first, you can copy
some files in wfw3.11 directory from another PC, including net.exe,
...ini (sorry, I am not sure), then you can use net.exe from DOS to
map network PC.

Of course, if you can find lan workplace for DOS, everything is easy!

If you only want to use ftp, telnet. You can get ncsa software.
  ftp://202.38.73.141/ncsa.arj  or
  ftp://202.38.64.2/pub/msdos/ncsa.arj

Since you have no network acess now, you must first get ncsa.arj using
another PC, then copy it to your PC by floppydisk.
But ncsa cannot map network disk.   BTW, the net.exe is not a large
software. :-)

If you don't know the IRQ number and I/O address, use
your ne2000 setup disk to detect them.

Commonly, ne2000 0x60 3(or 5,11) 0x300

如果光标直闪，半天才退出，是网卡设置和ne2000参数不符（ne2000读出硬地址）
或者就是坏了（硬地址是ff:ff:ff:ff:ff:ff)；
如果ne2000读出了硬地址，但是telnet之类显示Error reading config....
然后很快退出，可能是config.tel里的ioaddr设的和ne2000参数不符
