近日,有一美国驻华使馆的朋友想找几个在中国学习环境法的学生一起合作在哈佛法学院的《哈佛环境法评论》发表文章,并有哈佛教授指导!机会难得,希望大家能够积极参与!
The article would be published online with Harvard Law School (HLS), so we would like to find 5-10 Chinese law school students specializing in environmental law to submit an abstract of an article they would write by early January. From this selection, we will submit 5 abstracts to the Harvard Law School for review. Based on their selection, 1-2 students would be chosen to write the article for review by late January. After editing and review, the Harvard Law School website would publish the article on their website at: harvardelr.org (Harvard Environmental Law Review) 登陆需要翻墙
The article would need to written in English using the American Law Journal Publication format. I can work with the students on editing and ensure it is in format, but someone who is already proficient in English or generally familiar with the American Law School Publication format would be helpful.
HLS is specifically interested in the following topics: (a) a response to a China environmental law piece by Alex Wong, Visiting Assistant Professor at UC Berkeley's Boalt School of Law and former director of NDRC's China Environmental Law Project (Spring), (b) a response to a Ocean Acidification piece (piece from the fall - see website), (c) a response to a local government piece HLS published in the fall (see website above).
Alex Wong's Abstract: In 2006, the People’s Republic of China took unprecedented steps to elevate the national priority of environmental protection. Rather than strengthen a notoriously weak environmental law framework, China turned to cadre evaluation – the system for top-down bureaucratic personnel assessments – to establish high-priority pollution reduction and energy conservation targets designed to mobilize leaders throughout China’s massive bureaucracy. While this approach has been viewed primarily through an environmental lens, this Article argues that “environmental cadre evaluation” is better understood as something more fundamental – that is, an effort to limit risks to the regime’s hold on power, using environmental protection in an unexpected way to bolster economic performance and social stability. This article discusses the cadre system in detail, describing a case study of the Hebei Province, and talking about the application of the cadre system to various types of environmental pollutants in China. This article then discusses implementation issues with the current system and opportunities for reform.
Regarding the other questions, the articles on the website are suggestions and examples of what we are looking for, and if another issue seems more fitted, the student is more than welcome to address that topic.
